Strategic Goals for Rutgers University and 2009–2010 Areas of Emphasis and Effort
Below are the five strategic goals for Rutgers University established by university president Richard L. McCormick and the Board of Governors in 2004. These goals remain the basic framework for determining the focus of Rutgers’ activities. Within each goal are specific areas of emphasis and effort for 2009–10, designed to delineate key, measurable benchmarks against which the university’s progress in accomplishing the goals can be evaluated. Each spring the president will report to the board on accomplishments related to that year’s areas of emphasis and effort. Each fall the president and the board will together decide on an updated complement of objectives for the year ahead.
Academic Excellence
Strategic Goal: Improve the quality of Rutgers’ academic programs, especially in areas where there are comparative advantages and opportunities.
Areas of Emphasis and Effort for 2009–10
- Expand revenue-generating academic programs, including:
- Executive business education programs;
- Increased enrollment in undergraduate engineering;
- Increased revenue by at least 10 percent from off-campus courses and by at least 40 percent from online courses;
- An executive education program for legal/ethics education for school principals, through the Institute on Urban Law and Policy;
- Continuing legal education programs in Newark and Camden;
- Development of executive master’s programs in Asia.
- Hold presidential meetings with every school and college to discuss academic goals and revenues.
- Expand international and global educational opportunities for students on all campuses.
- Implement a new signature multidisciplinary program in nutrition.
- Establish a comprehensive School of Nursing on the Camden Campus.
- Continue to advance the transformation of undergraduate education in New Brunswick:
- Expand the availability of capstone courses, with a goal of establishing them in all majors by 2011;
- Expand undergraduate research opportunities.
- Approve new undergraduate core curricula in New Brunswick and Newark and plan for their implementation.
- Launch the Louis Stokes Minority Science Program, under a National Science Foundation grant, for eight New Jersey institutions, directed by Rutgers–Newark.
- Establish a global MBA program and new undergraduate majors in supply chain management and entrepreneurship.
Students and Campuses
Strategic Goal: Enhance the effectiveness of student services, the livability of our residence halls, and the attractiveness and accessibility of our campuses.
Areas of Emphasis and Effort for 2009–10
- Achieve key enrollment targets:
- Increase overall student enrollment by 1.5 percent;
- Increase new out-of-state and international student enrollment by 5 percent;
- Facilitate veterans’ access to Rutgers under the new GI Bill and increase enrollment of new veterans by 8 percent.
- Prepare a long-term plan for implementation of a student information system for administrative computing.
- Pilot an ePortfolio system that allows students to collect their undergraduate output (papers, videos, documents, etc.) on a single online location to share with potential employers and graduate and professional schools.
- Improve the availability of student housing:
- Begin construction of a new residence hall on the Busch Campus;
- Complete plans for new housing on the Livingston Campus;
- Plan new residence halls in Newark and Camden.
- Reach specific targets for the next phases of the development of the Livingston Campus, including completion of the student center, commencement of dining hall construction, and planning for the new Rutgers Business School building and for a conference center and hotel.
- Advance improvements to the College Avenue Campus, including progress on the Gateway building and the landscape redesign.
- Continue classroom improvement projects on all campuses.
- Implement safety, security, and scheduling enhancement projects on all campuses.
Service and Constituency Relations
Strategic Goal: Improve Rutgers’ service to, and reputation among, all the relevant internal and external constituencies.
Areas of Emphasis and Effort for 2009–10
- Deepen relations with state and federal representatives.
- Expand collaborations with Rutgers’ host communities of New Brunswick, Newark, and Camden, including the following steps:
- At Rutgers–Camden, appoint a director of civic engagement to promote civic endeavors in Camden and throughout southern New Jersey; increase the number of undergraduate and graduate courses incorporating civic learning;
- Develop the Newark Mentoring Coalition, a citywide coordination of all mentoring programs for young people in the city, and extend collaborations with the Newark Public Schools;
- Continue development of civic engagement opportunities for students at New Brunswick.
- Increase donations to Rutgers Against Hunger (RAH) and expand RAH efforts to educate the public on food insecurity and poverty.
- Study the feasibility of building a new alumni center in New Brunswick and identify appropriate space for alumni activities on Newark and Camden campuses.
Resources for Rutgers
Strategic Goal: Increase Rutgers’ resources to the levels of peer AAU public universities and manage those resources more strategically and efficiently.
Areas of Emphasis and Effort for 2009–10
- Prepare a multi-year plan for the future financing of Rutgers.
- Working with other institutions and with the Commission on Higher Education, develop a plan for the funding of higher education facilities in New Jersey.
- Obtain the projected revenues and achieve the projected budget for fiscal year 2009–2010.
- Increase external grants and contract funding by at least 5 percent to an annual total of $410 million.
- Maintain a steady increase in private support for Rutgers by raising at least $130 million in new gifts and pledges.
- Complete preparations to launch the public phase of the capital campaign in fall 2010.
Leadership and Administration
Strategic Goal: Continue to develop an administration that will provide leadership for achieving Rutgers’ strategic goals.
Areas of Emphasis and Effort for 2009–10
- Provide accountability for the progress of recent key university initiatives:
- Transformation of undergraduate education;
- Reorganization of alumni relations;
- Management of the Division of Intercollegiate Athletics;
- Development of a comprehensive communications and branding strategy.
- Offer training for search committees on the recruitment and retention of a diverse faculty and administration.
- Prepare and promulgate a best practices manual and procedures for effective diverse faculty and staff recruitment;
- Complete planning for an interdisciplinary, diversity faculty cluster hire at Camden, focused on minority youth, and continue to implement the first and second cluster hires, in urban entrepreneurship at Newark and in Caribbean studies at New Brunswick.
- Create a coordinated compliance environment that focuses on communication, education, and support.
- Complete searches to fill key leadership positions:
- Dean, School of Business–Camden
- Dean, School of Criminal Justice
- Dean, Graduate School–New Brunswick
- Dean, Douglass Residential College and Douglass Campus
- Complete HR/payroll/budget implementation of the RIAS system over the next 15 months.
